21,000 BTech Seats, Oct 31 Deadline: West Bengal Clears Offline Counselling for WBJEE 2026

West Bengal has opened one last door for engineering aspirants. The state higher education department has allowed colleges to run their own decentralised counselling, online or offline, to fill about 21,000 vacant BTech, pharmacy, and architecture seats. Every admission must be completed by October 31.

This is a one-time relaxation. For the first time, the WBJEE Board had run even the decentralised rounds online this year, through the Decentralised Counselling Admission Portal (DCAP). Seats still went unfilled. Now institutes get to manage the process themselves.

The move comes after Vice-Chancellors of at least two state-run universities wrote to the government asking for permission to hold traditional offline counselling. Jadavpur University and Calcutta University both said they could fill seats faster if they ran the process on their own campuses.

21,000 of 48,683 BTech seats still empty

The numbers show the scale of the problem. This year, 27,599 students took admission through e-counselling and online decentralised counselling. That is 11,870 more than last year, and WBJEE 2026 counselling recorded its biggest jump in years.

But the gains did not reach every college. Around 21,000 BTech seats out of the total 48,683 are still vacant. At Jadavpur University, roughly 140 of the 1,190 BTech seats remain unfilled. The vacancies are spread across departments, except computer science and electronics. At Calcutta University, over 140 of the 478 BTech seats are empty, with most departments affected except computer science.

“Every year, a few seats remain vacant after e-counselling, which are usually filled through a decentralised process. This time, too, the process will allow us to make a final attempt at filling those remaining seats.” — Asutosh Ghosh, Vice-Chancellor, Calcutta University

Students had also been pushing for this on social media. Many argued that online-only rounds were leaving genuine aspirants without seats while colleges sat empty. The state has now accepted that argument.

How the campus-level counselling will work

The higher education department’s notice sets a clear process. Each institute must publish course-wise vacancy details, eligibility criteria, admission procedures, and its own schedule on its website and other media platforms. A copy of the vacancy notice must also reach the higher education department and the WBJEE Board.

Applications can be submitted physically at the institute or through an official email ID. Both modes are valid. Selection will be based on merit, preference, and the number of seats available.

For record-keeping, the WBJEE Board will run a common online portal where institutes enter the details of every candidate admitted through this process. Institutes must maintain full records: total applications received, eligibility checks, merit lists, selection, and admission. This keeps the process transparent.

The hard deadlines are fixed. Institutes must update the figures for vacant seats and final admissions on the designated state portal by October 31. The verification process must be completed by November 2. The department has confirmed that no extension beyond October 31 will be granted.

What students should do now

If you missed out in the online rounds, this is your final chance this year. Here is a simple plan.

  1. Make a list of the colleges and branches you are willing to join. Do not limit yourself to two or three names.
  2. Visit each institute’s official website and look for the vacancy notice. Check the eligibility rules and the application deadline carefully.
  3. Prepare your documents in advance: WBJEE 2026 rank card, Class 10 and 12 marksheets, domicile certificate, category certificate if applicable, and ID proof.
  4. Submit your application at the college or on the official email ID. Keep a copy of everything you send.
  5. Apply early. With only about two weeks left, the rush will build fast, and late applications risk technical problems.

One caution: verify every detail on the college’s official notice board or website before paying any fee. Vacancy numbers and procedures can differ from one institute to another. For official updates, watch the official WBJEEB website along with the notices from individual colleges.

Why this matters for next year’s aspirants

The October 31 deadline is firm, and classes at many institutes are already running behind schedule. Jadavpur University’s Vice-Chancellor has pointed out that classes will practically begin in November for these seats, while IITs and NITs are close to finishing their semester exams. Still, for a student without a seat, a November start beats no start at all.

For those planning JEE Main 2027 or another shot at WBJEE, this year’s scramble carries a lesson. Fill every choice in every round, track the decentralised rounds closely, and never assume seats in government colleges will stay empty for long. Keep following engineering admissions in West Bengal for every counselling update.
