New October 14 rule: PM CARES scholarship needs Aadhaar, but no child loses aid

The Centre has made Aadhaar verification mandatory for children receiving scholarship benefits under the PM CARES for Children Scheme. The order came in a notification dated October 14, 2026. But it carries an important safeguard: no child will lose their scholarship only because they do not have an Aadhaar.

The Ministry of Social Justice and Empowerment issued the notification. It applies to beneficiaries of the Special Scholarship Scheme under PM CARES for Children, which supports eligible children in continuing their studies from Class 1 to Class 12.

What the new rule asks for

“An individual desirous of availing of the said benefit under the said scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number,” the notification says.

In simple words, children getting this scholarship must either complete Aadhaar authentication or show proof that they have an Aadhaar number. The rule mirrors what other central schemes already ask for. Students applying through the National Scholarship Portal already complete Aadhaar-based One-Time Registration before filling their forms.

“The benefit under the said scheme shall not be denied to any child who fails to establish identity through authentication or furnish proof of possession of an Aadhaar number.”

That is paragraph 4 of the notification, and it is the sentence that matters most.

No Aadhaar does not mean no scholarship

The government has made it clear that children who do not have an Aadhaar, or who are facing difficulty in completing verification, will not be denied any assistance for this reason alone. In such cases, officials will verify the child’s identity and relationship with the parent or legal guardian using other approved documents. Only after that check will the benefit be provided.

Children who have not received an Aadhaar number will be required to apply for enrolment. For a child, the enrolment application needs the consent of a parent or legal guardian. The department will also help beneficiaries complete enrolment and update their Aadhaar details.

Documents accepted for children below 18

If the child is below 18 and does not have an Aadhaar number, the notification lists what can be submitted instead.

  • Aadhaar enrolment acknowledgement containing the Enrolment ID, along with an age-proof document: a birth certificate, an Indian passport, or a Class 10 or Class 12 certificate or marks statement issued by a recognised school education board.
  • A photograph-bearing document proving the relationship with the parent or legal guardian.

The notification also covers other cases, including children in child-care institutions, foreign nationals, and children under legal guardianship. Each has its own document list.

Why this change matters for families

Aadhaar-linked identity checks help the government stop duplicate and fake claims, so scholarship money reaches the right children. That is the reason given for the new rule. At the same time, many PM CARES beneficiaries are young children who may not have an Aadhaar yet, or whose fingerprints and iris scans are hard to authenticate.

The safeguard in paragraph 4 balances both sides. Verification gets stronger, but a child’s studies do not stop over a document delay. For families navigating this scheme, the practical steps are simple: complete Aadhaar enrolment if you have not done so, keep the enrolment acknowledgement safe, and check the full list of accepted documents on the Ministry of Social Justice and Empowerment website.

What parents and guardians should do right now

  1. Check whether the child has an Aadhaar number. If yes, complete the authentication or keep a copy of the Aadhaar proof ready.
  2. If the child does not have an Aadhaar, visit the nearest Aadhaar enrolment centre. A parent or legal guardian must give consent for the enrolment.
  3. Keep the enrolment acknowledgement with the Enrolment ID safe. This paper, together with an age proof, works as identity proof until the Aadhaar number arrives.
  4. Collect a photograph-bearing document that proves your relationship with the child, such as a ration card or passport.
  5. If the child is already enrolled but the details are old, ask the centre to update them. The department has promised to help beneficiaries with enrolment and updates.

Do not stop sending the child to school while the paperwork is in progress. The notification protects the child’s assistance during this period.

Keep track of scheme deadlines too

While PM CARES beneficiaries update their Aadhaar details, many other scholarships close their applications this month. If you are a Class 9 student in a government school, the NMMSS application window also ends on October 31. Missing that deadline cannot be fixed later, so apply early.
